System Design, Engineering and Integration Services required under this SIN involve the translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), performing risk identification/analysis, mitigation, traceability, and then integrating the various components to produce a working prototype or model of the system. Typical associated tasks include, but are not limited to computer-aided design, e.g. CADD, design studies and analysis, design review services, shop drawing review services, submittal review services, conducting fire protection facility surveys, developing risk reduction strategies and recommendations to mitigate identified risk conditions, fire modeling, performance-based design reviews, high level detailed specification and scope preparation, configuration, management and document control, fabrication, assembly and simulation, modeling, training, consulting, analysis of single or multi spacecraft missions, and mission design analysis. Example: The navigation satellite concept produced in the preceding stage will be converted to a detailed engineering design package, performance will be computer simulated and a working model will be built for testing and design verification. Professional engineering solutions do not include architect-engineer services as defined in the Brooks Act and FAR Part 2 or construction services as defined in the Federal Acquisition Regulation Part 36 and Part 2. Construction Management and Engineering Consulting Services Related to Real Property Services provided under this SIN include construction management, engineering consulting, project management, and related professional services specifically pertaining to real property. The construction management approach utilizes one or more firms with construction, design, and management expertise to expand the customer agency's capabilities, so that the agency can successfully accomplish its program or project. The contractor performing construction management services assumes the position of professional adviser to the customer agency. Customer agencies may utilize the construction manager as the principal agent to advise or manage the process over the project regardless of the project delivery method used. Construction management services include, but are not limited to, design phase support, procurement support, commissioning services, testing services, construction claims support, and post-construction engineering services. The contractor performing engineering consulting services functions as an advisor to the government to assist with executing engineering tasks associated with real property. Engineering consulting services relating to real property include, but are not limited to, mechanical engineering, electrical engineering, fire protection engineering, forensic engineering, structural engineering, or any other specialized engineering consulting services that are utilized in regards to real property. Authorized engineering consulting tasks include design reviews, shop drawing reviews, submittal reviews, inspection and testing services, witnessing acceptance tests of equipment and systems, commissioning, modeling and analysis, loss investigation, facility surveys, safety evaluations, research studies, risk mitigation strategy development or reviews, and other related technical consulting services. The contractor performing engineering consulting services shall not perform the construction of real property, nor be a named party under the construction contract. Project management services relating to a construction management or engineering consulting effort are authorized. NOTE 1: This Schedule does not include Architect-Engineer services as defined in the Brooks Act, and does not include certification of designs or construction services as defined in the Federal Acquisition Regulation Part 36 and Part 2. Complementary Audit Services Other services performed by auditors including assist in developing questions for use at hearings, develop methods and approaches in evaluating a new or proposed program and forecast potential program outcomes.

Accounting Transaction analysis, transaction processing, data analysis and summarization, technical assistance in devising new or revised accounting policies and procedures, classifying accounting transactions, special studies to improve accounting operations.

Budgeting Assess and improve the budget formulation and execution processes, conduct special reviews to resolve budget formulation or budget execution issues, provide technical assistance to improve budget preparation or execution processes.

Complementary Financial Management Services Assess and improve financial management systems, financial reporting and analysis, strategic financial planning, financial policy formulation and development. Devise and implement performance measures, conduct special cost studies, perform actuarial services, perform economic and regulatory analysis, assist with financial quality assurance efforts, perform benchmarking.

Risk Assessment and Mitigation Services To include but not limited to: breach mitigation and forensic services,the deployment of financial risk assessment and mitigation strategies and techniques; improvement of capabilities through the reduction, identification, and mitigation of risks; detailed risk statements, risk explanations and mitigation recommendations; design and development of new business applications, processes, and procedures in response to risk assessments; and ensuring compliance with governance and regulatory requirements. Under this SIN, firms can also assist the Ordering Agency with preventive measures in protecting Personally Identifiable Information (PII) and Protected Health Information (PHI) through the evaluation of threatsand vulnerabilities to PII and PHI type of information; training of Government personnel on how to prevent data breaches and identity theft; vulnerability assessments; privacy impact and policy assessments; review and creation of privacy and safeguarding policies; prioritization of threats; maintenance and demonstration of compliance; and evaluation and analysis of internal controls critical to the detection and elimination of weaknesses to the protection of PII and PHI type of information.

Program Management Services Encompasses the management of financial and business solutions programs and projects and includes but is not limited to program management, program oversight, project management and program integration of a limited duration. A variety of functions may be utilized to support program integration or project management tasks.

Planate Management Group is pleased to be one of the selected Indefinite-Delivery Indefinite-Quantity (IDIQ) contract holders for architect-engineer (A/E) and related professional services. Services performed under these IDIQ contract(s) will be primarily for the Department of Veterans Affairs (DVA) Medical Centers located in VISN 20, which includes all facilities located in Alaska, Idaho, Oregon and Washington. Services shall also support work required for any and all outlying DVA facilities. Outlying facilities may be located anywhere within the medical center’s geographic area of responsibility, including, but not limited to, Alaska, Idaho, Oregon and Washington.

Scope of Work

Studies. Various type of studies that may be required include, but are not limited to, program development, scope of work (SOW) development, planning, environmental impact statements, feasibility studies, project investigations to identify conditions and alternatives followed by a report of findings, geotechnical investigations, recommendations and cost estimates; various utility studies (i.e. water, sewer, electrical, traffic, parking, etc.); archeological investigations and Section 106/NEPA studies; all other studies necessary to ensure proper project planning, design, and cost estimating.

Business Case Development and Preliminary Estimates. Assist with Business Case (BC) development and other requirements to support the DVAs capital asset management processes. Preliminary cost estimates shall have a level of detail commensurate with the scope of the project and shall be developed in accordance with DVA program guidelines.

Schematics/Design/Program Development. Schematic and design development includes, but is not limited to, site surveys, research, testing, defining the work and presenting information required for project design. The Contractor shall provide a preliminary evaluation of the project scope, schematic drawings, schedule and construction budget. Alternative approaches to design and construction are to be investigated during this phase. Design development documents include, but are not limited to, drawings and other documents that fix and describe the dimensions and characteristics of the project. Architectural, civil, structural, mechanical, electrical systems (including various low-voltage systems), and other elements are included as appropriate. A current construction cost estimate, organized to conform with the current DVA Master Construction Specifications PG-18-1 located on the CFM TIL.

Construction Drawings and Specifications. Contract drawings and specifications include, but are not limited to, design narratives, design analyses to include assumptions and calculations, production of plans, specifications, detailed construction cost estimate(s) in current CSI format, submittal log and other documents required for award of a construction contract. Provide material take-off lists as necessary to assist in independent government cost estimates. AEs shall be held accountable for providing designs within the construction funding constraints/limitations.

Construction Project Cost Estimates. Construction project cost estimates shall be developed for each project as applicable. Construction estimates shall also be required for each contract change encountered during the course of construction. Construction estimates shall be developed in accordance with the DVA’s cost estimating manuals, formats and models located in the TIL, as well as use of historic information regarding building in the specific location/market of the project. This includes use of adequate multipliers to account for use of small businesses (i.e. Service Disabled Veteran Owned- and Veteran Owned- small businesses), profit, and other overheads.

Construction Period Services. These services include, but are not limited to, review of construction submittals, responding to RFIs, conducting pre-award and post-award site visits, various inspections as necessary for the project, cost estimates for contract changes, analysis of proposals for contract changes, and preparation of record drawings.

7 Building Information Management (BIM) Systems. As may be required by the specific project, the A/E shall be responsible for providing Industry Foundation Classes (IFC)-compliant BIM documents and BIM management as outlined in the DVA BIM Guide, located in the TIL.

Activation Assistance. The A/E shall be prepared to support the DVA in identifying, planning,managing, and executing the logistical and operational requirements to bring a new facility (clinic, medical center or other facility) into full operation. Conduct all necessary initial outfitting, transition and activation (OIT&A) pre-planning activities as required.

Inspection and Testing Services. The A/E shall provide technical services for the inspection of construction and the testing/inspection of materials as required for the project. Construction work may be performed by the DVA or by various construction contractors. A report of findings for each inspection of work and/or testing/inspection of materials will be provided to the COR.

Schedule/Delay Analysis. During the course of any construction project there is potential for contract changes and/or schedule delays. To accurately assess the effect of the change and/or delay on the critical path of the project and assign responsibility for that delay, an analysis of what actually transpired must be conducted. The A/E shall be fluent in the various forms of schedule or delay analysis, including, but not limited to, bar charting, critical path method (CPM), program evaluation review technique (PERT), and line of balance method. When performing a schedule or delay analysis, the A/E shall recommend the most appropriate method(s) of analysis for the CORs concurrence.

Commissioning. The A/E shall be responsible for providing the services of a Commissioning Agent as may be required by the specific project to document project requirements, prepare design narratives, review design documents, review contractor submittals, develop pre-functional checklists, system functional tests and procedures, system manuals, verify and identify training requirements for operations personnel. Commissioning required may range from individual systems to entire buildings as described in the “Whole Building Commissioning Process Manual” found in the TIL.

Construction Management. As may be required by the specific project, the A/E shall be responsible for providing certified construction managers (CCM) to manage construction of a project from inception to completion for the purpose of controlling time, cost and quality. Construction management services would include, but are not limited to, day to day construction monitoring and inspection to include daily construction progress reports, safety reports, preparation of requests for proposal, and evaluation of contractor performance and progress.

Independent Design Reviews. As may be required, perform independent design reviews of various projects for compliance with DVA requirements and for bidability, constructability, operability and environmental compliance. Independent design reviews may be requested at various stages throughout the design phase up to and including the final 100% construction document package.

Facility Condition Assessment. Work in a multi-disciplinary team of architects and engineers, working in close conjunction with facility engineering staffs to providing valuable facility wide capital plant evaluations and assessments of their various systems and equipment for each facility identified by building, system, and condition. Each system has an associated cost for identified repairs and replacements to enable the DVA to plan, manage, and direct capital resources against identified needs in a consistently managed approach across the DVA system.

Joint Commission Compliance Assistance. Assist DVA with identification of specific design issues to meet life safety and other national requirements. Assist in project schedule phasing requirements and phasing impact items.

Contract Award Assistance. Award assistance including timely Request for Information (RFI) responses during the project solicitation phase and cost/price analysis.

General Engineering Support. Provide qualified engineering disciplines to assist DVA with general engineering support as required.

Survey and Mapping. The A/E shall be prepared to provide surveying and mapping services as may be required for a project.

Project Preplanning/Programming Phase Services. Such services may include: initial planning; feasibility studies; economic studies; site studies; environmental studies; site investigations; site surveys; preparation of budget and cost estimates; preparation of preliminary schedules; cost modeling and analysis; and cost control management.

Project Procurement Phase Services: These services may include: providing assistance to the Contracting Officer in contract procurement; providing technical expertise for the Government to prepare answers to bid/RFP questions; attending/participating in site visits; attending/participating in pre-bid conferences; providing assistance with the preparation of solicitation amendments; and performing cost/bid/proposal analysis.

Project Construction Phase Services. These services may include: establishing temporary field offices; setting up job files, working folders, and record keeping systems; maintaining organized construction files; scheduling and conducting preconstruction meetings; handling/preparing project correspondence to respond to the parties involved with each project, confirm verbal discussions/directives, document actions taken and decisions made; preparing and maintaining daily dairies for project activities noting events affecting construction progress (weather, manpower, site equipment, work performed); monitoring the submittal review process including maintenance of submittal logs; review and monitoring of project schedules for construction progress with emphasis on milestone completion dates, phasing requirements, work flow, material deliveries, test dates, assisting in problem resolution and handling of disputed issues (including development of Government position, drafting final decision letter); maintaining marked up sets of project plans and specifications for future as-built drawings; performing routine inspections of construction as work proceeds, taking action to identify work to the CO/COR that does not conform to the contract requirements, and notifying the CO/COR when work is thought to require correction; compiling, through site inspections, lists of defects and omissions related to the work performed and providing these lists to the CO/COR for determination of the need for correction; review of construction contractor payment requests (including preparation of necessary forms for payment processing by VA); monitoring project financial data and budgetary cost accounting (maintain spreadsheets indicating project fund allowances, obligations, payments, balances, planned expenditures); administration of construction contract change orders (preparing cost estimates, reviewing cost proposals at the request of the CO, assisting VA in negotiations, preparing change order packages for processing); scheduling, conducting, and documenting regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues; scheduling, conducting, and documenting (prepare minutes for distribution) construction related project meetings; monitoring construction contractor compliance with established safety standards (note and report unsafe working conditions, failures to adhere to safety plan required by construction contract); monitoring construction contractor’s compliance with contract labor standards (including performing site labor interviews, collecting, reviewing, and maintaining weekly payrolls for all project contractors and subcontractors, reporting potential wage violations to VA personnel); coordination of construction activities with Building Managers and occupying agency personnel; monitoring the design and construction clarification process and, when appropriate, reminding the A/E and other parties involved of the need for timely actions and notifying the CO of potential delays; participation in all “Partnering” activities during construction (workshops, meetings,); preparing special reports and regular project status reports; providing for progress and/or final photographs of project work; perform site surveys using a registered surveyor (establish building lines, elevations, approaches, utility locations); provide drafting services with CADD support (as-built drawings, survey layouts, utility plans); Building Information Modeling (BIM) support; provide assistance in obtaining permits; perform hazardous material assessments and monitoring of hazardous material abatement work; and provide cost estimating assistance.

Commissioning Services. These services shall include, but are not limited to, providing professional and technical expertise for start-up, calibration, and/or certification of a facility or operating systems within a facility. The CM/PM must be able to provide any level of commissioning need from total support to specialty services. Commissioning services may require start-up planning, forecasting start-up duration, estimating start-up costs, provide technical expertise in developing start-up objectives, organizing start-up teams and team assignments, testing building system components, conducting performance tests, obtaining O&M material, plus conducting, scheduling and/or supervising O&M training. Small business subcontracting must be used to the extent agreed upon in the approved CM/PM Subcontracting Plan and as otherwise practicable.

Testing Services: The CM/PM shall be tasked to provide the services of an independent testing agency/laboratory to perform project specific quality control testing and inspection services. The services may include, but are not limited to, testing/inspection of soils, concrete, precast concrete connections, steel decking, applied fireproofing, roofing, curtain walls/glazing, and elevator installations. All specific testing requirements will be established at the task order level.

Claims Services. The CM/PM may be tasked to provide Claims Services when and as required by the Government for specific projects. For definition purposes, Claims Services apply to providing technical support (not legal assistance) in handling disputed matters once a contractor has made written demand for payment or other relief under the contract and submitted it to the Contracting Officer for decision in accordance with the Disputes Act of 1978. A claim does not arise solely upon the occurrence of a dispute or controversy.

Post Construction Services. At or near substantial completion of project construction, the CM/PM may be tasked to provide services such as:

1) Performing Post Occupancy Evaluations (POE’s).

2) Assisting VA in the formulation of lessons learned.

3) Providing occupancy planning including development of move schedules, cost estimates, inventory lists.

4) Providing move coordination, relocation assistance, and/or furniture coordination.

5) Providing telecommunication and computer coordination.

General Services. During the life of the BPA, the CM/PM may be tasked to provide services not related to a specific project. Such work must be authorized in advance by the Government. These services may include, but are not limited to:

1) Providing special consultant or special inspection services, such as assessments of hazardous materials, an Industrial Hygienist to monitor removal of hazardous material, a historic preservation consultant to review historically significant matters in existing buildings.

2) Performing special studies and/or updates to prior studies.

3) Performing other specialized services such as updates to master or environmental plans, interior space planning, existing site surveys, site models.

4) Providing tenant relocation and moving services at facilities other than those associated with a specific project.

5) Providing photographic records beyond the normal scope of presentation and inspection services required.

6) Providing expertise as required in unusual situations from specialty disciplines, such as expert testimony for hearings.

7) Providing certification services of trade societies, institutes, organizations.

8) Providing scheduling and/or estimating services for other VA functions (leasing projects).

9) Performing market research studies.

10) Provide functional support/expertise in areas such as sustainability, fire safety, physical security, geotechnical stability, seismic safety, historic preservation, moisture control, accessibility, building automation, materials evaluation.
